For many years, Neil Brown was a shareholder and senior executive of the Lake Ontario Steel Company (LASCO). Since entering the real estate field in the late ’70s, Mr. Brown has been involved in the development of several thousand market rate and assisted housing residences; the acquisition and development of several million square feet of office, commercial and industrial properties; the establishment of a property management and construction company; and investment in several manufacturing businesses. Mr. Brown is a principal partner and oversees the implementation of management’s investment strategies. Through careful planning, risk analysis and management, Mr. Brown has successfully steered the Norstar Group through several recessions and has overseen steady growth in assets while monitoring year-over-year profitability.

Gary B. Silver has an extensive background in real estate and development activities throughout the United States and Canada. His experience, combined with formal training in architecture and planning, provides Norstar with unique leadership advantages that put Norstar at the forefront of the industry. Mr. Silver is a principal partner and oversees the planning, development and construction processes. His pragmatic style ensures that developments will both meet regulatory approvals and gain ready market acceptance. Mr. Silver’s scrupulous attention to detail and wide-ranging expertise are indispensable assets on projects that incorporate cutting-edge technology, materials, energy efficiency and design, providing long-term project viability and value.

 
Richard Higgins is a graduate of the University of Michigan and Columbia Law School. Prior to joining the Norstar Group, Mr. Higgins was a partner in the law firm of Roemer and Featherstonhaugh in Albany, NY, where he acted as counsel in connection with the development and financing of institutional, commercial and housing projects. As New York State’s Housing Commissioner from 1988 to 1990, Mr. Higgins was responsible for the allocation of New York State’s housing tax credits and the State’s affordable housing programs. His past experience as general counsel to the Battery Park City Authority, his service as assistant counsel to the New York State Governor in matters of housing, economic development and finance, and his extensive real estate and finance experience provide Norstar USA with the leadership it needs to meet its business plan and growth projections.
