Norstar is the turnkey developer for the Housing Authority's three-phase redevelopment plan.

First phase completed in 2010 consists of scattered site construction of 55 new affordable rental units and a Resident Center on 21 individual lots.

Duplex and townhouse units for family-size households with three and four available bedrooms.

First phase financing from 9% low income tax credits, HUD RHF funds and NYS Housing Trust Fund.

Second phase, 94 units for senior residents is under construction.

Completion in 2011:
Third phase, 49 additional units of additional family housing similar to Phase II.
